Pretty self explanatory. The opposite of nationalization, you are letting the population bid for ownership of one of your public assets. This will irritate your workers, but will provide some revenue and grow the private economy, albeit only at the cost of the existing public one.

I want that. The Ai regimes were frantically building food domes and I would love to gift these to the highest bidder, relieving my strain on workforce.
