If there was a single "best" plan, it would have been worked out by now and all IJ players would be using it. Per Alfred's post a short time ago in Lowpe"s AAR, there is no universally ideal way to do things in the game, there are player preferences which play out into their strategies and plans.

Whether your choices are the best ones for the game you are playing depends on what the opponent does as much as what you do.

There're no real set options, and it'll depend upon your proclivities. It'll take too long to discussion here. I'll check my notes and give you a call with what I have in a few days.

Plus, it will depend on many factors. Whether PDU is On or Off, whether Realistic R&D is On or Off, whether it’s Scenario #1 or #2, whether you play the AI or a PBEM, how aggressive you plan to be in the initial stages of the war, how aggressive you expect the Allied player to be in the initial stages of the war, the portion of your bomber force you plan to use on ASW missions in the rear area, how fast you expect the Allied player to reach the Home Islands...

Put three IJ players around a table and you'll get 4 proposals for R&D strategy.

The meta for some time has been putting a lot of effort into the mid-war airframes to extent the period of Japanese competitiveness in the air war after the 1942 high water mark. That means getting the Tojo fast and accelerating the later models of the Zero. It's most commonly used when going all out in 1942 for an auto-victory.

I'm not a fan of this as even a 1945 model of the Zero is still a Zero (and it has questionable characteristics vs earlier Zero models), and the Tojo falls off a cliff competitively as 1943 passes.

For what it's worth, my preference is to aim for key late-war airframes to massively boost Japanese air power in 1943 and beyond.

The key airframes being:

Frank
Sam
Peggy T
Grace
Judy
Frances
Patsy
Ki-83
(list not exhaustive)

Advancement and mass production of these models is a massive boost to IJ capability in the late war.

Your airframe build strategy must support your overall strategy. That simple. Are you going for autovic early? later? or win in 46? Then, you have to look at how you plan to play in terms of tactics.

Even when you settle upon models, and there is a fairly good consensus there, you still haven't decided timing or build rates. Read the AAR's, look at the strategies used, pick and choose as you like, meld it all into what/how you want to play.

Nemo once said that any strategy is better than none, probably he was right.

I prefer the principle that it is far better to pursue an objectively inferior strategy but one whose nuances are fully understood by the player, than to pursue the objectively best strategy but whose nuances are not understood at all by the player.
