I am aware of the concept of unit withdrawal in the larger game, but I have a question with respect to "Withdraw to Pearl Harbor" in the Guadalcanal scenario I am currently playing. For example, if I have to withdraw a ship [not sure if I have to in this scenario] I know I can do it via the "Send to PH" button. But other than withdrawing a unit because you are instructed to, are there any other reasons in the game why you may wish to?

For example, if I had several badly damaged ships and the Sydney shipyard could not handle it all, could I send damaged ships off map for repair and have them return after repair? As this is the only scenario I have played with a "Withdraw to:" button it has me wondering if it could be of use other than for taking out units that I am ordered to.

If a ship is due to withdraw and you do not withdraw it, it will cost you PP every turn until it does withdraw.

It is in the manual. Try pages 86-87.
