Allies will go first if we win the initiative. Although the initiative track is on Axis +2 so that we get to decide feels unlikely.

Edit: Although Allies win ties so not all hope is gone.

Edit2: I am going to roll for initiative before the lending resources is complete in order to advance the game a bit faster.
