Death Spiral due to.. Education ?

I am at peace at the moment.
My capital was maxed QOL 5 turns ago.
Suddenly I'm starting to loose Worker. Their moral is down due to QOL.
I check and I see that Education is only at 35.

What is strange is I don't know why it decreased like that suddenly. My city did not change size. I did not destroy my university.
What is stranger is that my education points were higher than other points (health, security, etc...) and those score near max for Qol, while education is 35.
I raised salary to hope to retain workers, I used stratagem + fate points for itinerant school, etc... but the number of workers still decrease... my QOL then decreases (lack of worker for buildings I guess)...

Death Spiral... And I have no idea why. I event tried drafting colonists to put them back as workers in capital. Nothing seems to stop the movement...

My other cities have Education Points that are near the other points and a QOL for education that is high.
Only my capital is down like that.

Anyone got an idea ?

This is a neighbour city.
It's education points are lower than other things that contribue to QOL.

Still the education QOL seems proportional, while in the capital it is far far lower than other QOL.
I have no idea what causes my education points to produce far lower education QOL in my capital.

The rules are:
- Assets (private or public) produce sub-category points
- Points divided by the city level (here we got a IV or 4) is the target QOL score for that category
- While the points change pretty much instantly, speed of the score increasing towards the target I think is affected by governor skills - stuff like Medicine and Oratory. This delay protects you from extreme reactions to short term changes (there are a lot of those kinds of mechanics) but also delays consistent large changes to take effect
- overall QOL target score is the average of each sub-category, with special weighting for the lowest
- Civilisation level follows the overall QOL target score, but again slowly
- Based on some Napkin math, your target Scores in those categories range from 143,5 to 169,5 - so the scores have not nearly grown to their targets yet
- other cities get annoyed if their overall score is not close enough to
- I realy, realy, really, REALLY hate QOL scores going up thanks to private economy. I found QOL causes to much issues with other cities demanding similar QOL - at a excessive worker cost - and wish I could just keep my people living in squalor

With a ratio of population to workers that low, raising worker wages doesn't help. They spend their wages in the private economy, and adjust their wage expectation based on what people in the private sector make, so they'll never be happy with their wages if you have too little population.

You can mouse over the change in worker numbers to see why the number is decreasing, such as them leaving to seek out a better job or being recruited into the military. You probably don't have enough population to run your private sector QOL assets, which may be another reason your QOL production is decreasing.

Why does my
574 education points give 34 score for Education Qol ?
and
608 helath give 100 health score for health Qol ?

Not all points are divided by the same factor ?

Or is the system more complex than I thought, like a few points less means a very bad score ?

Yeah, so what are that governor's respective skills in :
Medical
Investigation
Science
Hmm, there's no Governor Skill boosting Entertainment Score I guess ?
EDIT : Never mind, it's probably Oratory, but that effect seems to have been forgotten for the Skill tooltip ? (The manual does mention it.)

Though that education score *does* seem to be particularly low compared to the others...

EDIT : Looks like that Governor Skills (randomly ? Or not since circa 1.08, since they can't go down again ?) increase the QoL points (EDIT3 : now I'm confused, I swear that in 1.07 I saw QoL points moving randomly, which could only really be explained by Governor Skills being used, but the manual says it's scores, not points, that are affected ??), and then higher QoL points indeed result in faster QoL scores growth ?

So there might be a bug there indeed ?

EDIT2 :
574/4=143.5
Not sure if that 10% is capped at 100*10%=10,
or if it's 143.5*10%=14.35,
or if it's potentially (143.5-34)*10%=10.95,
but in all cases, the change should be much faster than the seen +3/round ?

Should really be in the next paragraph, shouldn't it ?
(Which it partially is.)
Anyway, 5 is still higher than the seen 3.
And security score is climbing by 6, which is higher than 5 ?!?
