T37 Soviet Garrison:

The garrison is now at 125% with the addition of another Security Division. It has helped keep the partisan activity down throughout the front but especially in the Smolensk area.

Are you sure there is a correlation between garrison% and partisan activity?
As far as I know and loki told me the garrison% only influences the probability of VP gained or lost....

yes this garrison has that secondary effect of more forces inhibit the effect of the partisans

one of those things we've discovered since documenting all [1] the game rules

[1] - in that this is actually so damn complex that I think no-one knows all the rules and interactions in the code

I believe that early on in the AAR - around turn 10 or so - I was including screen shots of the Minsk area to show the effect of a larger Soviet Garrison. If I recall correctly I was able to get about half of the partisan interdictions to go away going from the start of around 85% and ending with around 140%. This is the one exception to the TB rules as you do not gain or lose APs/VPs for your garrison strength but rather results on the map will change. If your garrison is too low you will see some of those interdiction stars (<10 interdiction) be replaced with 1's and 2's. And when those show up on your main rail lines the Axis is REALLY screwed.

T38 Soviet Attacks:

The Soviets did 67 attacks resulting in 11 Retreats and 56 Holds. The Soviet offensive is beginning to run down. There is hope yet!

Things are looking up although the Soviets are continuing to attack they are not gaining ground.

Still no LW air directives set. This is the turn I should bring back the LW onto the map in preparation for nice weather.

T38 Freight:

Almost all of the armies are now receiving more than they need as we begin to rebuild and prepare for the 42 Offensive. It is time to start planning what and where for the offensives this year.

Reorg and try to get all of the panzer units out of the front line to fully refit and prepare for the new offensive. The obvious target in this sector is to capture Leningrad.

Some more rotation to rebuild units and start to get the panzer units out of the front lines. Guderian is optimistic that AGC can not only retake all of the lost ground but capture Orel, Tula, and Moscow fairly quickly. Of course he is also demanding all of the panzers on the front to come under his command . . .

Things have stabilized on this front over the last turn. The panzer corps in the Crimea is now helping to defend in the most obvious attack points (i.e. not over fords). The plan is to start the offensive by cutting off all of the Soviet units spread down between the Dnepr and the Sea of Azov. This would hit the Soviet manpower hard and recapture much of the lost ground along with the VP cities and rescue the Crimea. This being the southern portion of the front it is hoped that this will be the opening offensive and force the Soviets to defend the south and open the way for AGN and AGC to have success.

The Soviets have called an end to their offensive and are starting to pull back in several places. The supply net is looking solid in the north.

Obviously there is an intel leak from this AAR and the Soviets are withdrawing from the south back to the Donets Basin. As you may have noticed, the LW has returned from its winter vacation.

I attempt to push back a Soviet stack near Leningrad but fail. Meanwhile two Soviet divisions that I pocketed with 16th Army last turn surrender.

Pulling out the panzers from the front line and starting to refit them. I still have all of the panzer replacement bns in the Reserve and am waiting until the weather clears a bit more to start attaching them and transferring the tanks to the divisions.

Nicely done,it was touch and go in the South trying to hold the Crimea.

Did you have a single Romanian Div set up or did you double stack them ( viewing your screen shot with old eyes ) I ask this only as many have written saying try to avoid using Romanian troops on the front line.

And you have Leningrad set up nicely too, I read a earlier post you wrote saying you are going to target central Russia but is The Caucasus part of the 42 objectives.

I will be discussing my future strategy more in turn 40 as I report on all of the stats and such. It will include a VP analysis and how to hit the Sudden Victory thresholds in 42 as my last great chance at victory. But I am pretty sure that there will have to be a southern offensive in order to hit the VP threshold.

The Rumanians were sometimes double stacked but usually single stacked. If you notice I kept them pretty much between the Dnepr River and the Sea of Azov - pretty much out of the way of anything important. My one shock was the loss of Zaporozhe. The defenses were just wiped out by the Soviet artillery. That is not a good omen for 43 and later.

Interesting look forward to you turn 40 actions.

On a lighter note you mentioned a security leak from this AAR I would be more concerned into whether " Disaffected Officers " have been coerced into giving information to " The Lucy Spy ring " based in Switzerland.

It is strange not to have any Soviet Attacks to report. The supply net is in good shape. It is wonderous what being pushed back and having several months to repair track will do to it.

I keep the Recon directives active. I need better information on the location of the Soviet defensive lines. I also added a Naval Patrol (D1, D4, D7 - 8 strikes/day) to cut off Leningrad while also creating Ground Support for AGN. The Naval Patrol only flew missions on day 1 and had no effect in comparison to the losses. I guess the weather is still too bad.

There is a +5K supply surplus this turn. It is nice to see that more is coming in than being used. The front line units have definitely needed these supplies.

Another attack failed to capture Shlisselburg. I will need to isolate the Leningrad area before these attacks will begin to work. Well that and better weather.
