Hi Allocating support units randomly doesn't reflect how battles are actually fought in any way shape or form. A battle is never fought and an unexpected unit just turns up. It is either already attached or is somewhere else. It is not hovering in the ether deciding whether to commit or not.

This rule favours the Russian as this extra level of randomness will increase the chance of a catastrophic fail. This disadvantages the German player because he wants to keep his irreplaceable high quality units intact. Whereas the the Russian doesn't care because his low value units are easily replaced.

The game is balanced for both sides. There is no intended bias to either side beyond historic limitations.
