In my mind and as it would have be done in real life (which most cases WiTP follows) the TF should have waiting and see if it got the stuff ready on the next turn. The Harbour Master should not let the TF leave until it had the loads as ordered. If you keep spotting a TF sitting like in Bombay turn after turn, then you should check what's wrong. Having the TF leave is just a bummer. You might not know anything until it arrives, empty, at the new destination. Whats' the point of that. Thanks for giving more notices on what ports really looks better for resources. That will help. Keep in mind that the TF had 2 orders - one to load resources and one to proceed to Pearl Harbor. It could not satisfy the first order so it just proceeded with the one that it could satisfy. Simple as that.
