The Swedes developed it but it's of almost certainly little actual combat value as it bleeds off an enormous amount of energy and generally requires high engine power during the course of the manoeuver, meaning a huge infrared signature.

It came to public attention when Soviet pilots demonstrated it in Su-27s in the late 80s. It's not clear if the Russians learnt it from watching the Swedes, from Arab air forces (who also experimented with it) or just developed it themselves.

On a recent episode of Dogfights (a few years old) that tactic was being used by US pilots in dogfights to switch places with
pursuing aircraft when range is short and both are out of missiles and want to use cannons.

I know a former US Marine AV-8B pilot and instructor and I asked him about this and viffing (vectoring in forward flight) in the AV-8B and Harrier. He said they are absolute last-ditch manoeuvers because they leave you with no energy. Very few air combats are one-on-one and whilst you might trick a pursuer, their wingman or someone else will kill you. Energy is everything.
