So, for example, if the OP dumped 600 P40E in the pool against a monthly replacement rate of say 50, he liekly hit that moratorium number. Looking for the reference did remind me that allied 4E bombers cost 18 x 4 = 72 HI to bring into the pool. So much for turning off allied HI to save fuel.
