the case:

Select any AOG, click a airbase tab to select the airgroup it has; then right click on another airbase tab, you may see a "tansfer selected" option. by clicking this, the airgroup would somehow "teleport" to the target airbase with a traveled percentage ZERO.

By doing this way, player can transfer any airgroup into any base it occupies, without any cost(travel range ,etc).

As the manual only introduced two ways to move airgroups: Planned and Immediate, I guess it is a Bug??

Not sure what Pavel had planned in this case, but you are right it is not charging miles flown so there is a bug here even if the transfer is intended. Thanks for the report.
