Should I be setting my depots back in Germany and Poland to 0 so they send all their freight forward? I can't seem to get any stores to my forward depots even though the rail usage is generally all in the green indicating plenty of spare capacity.

in itself that is a good idea, keep a few of the Baltic ports at 1.

green etc for railway usage is a tricky concept and the issues are fairly well discussed there.

I've just been experimenting with 3 super-depots and my feeling is you only have the rail capacity to fill out about 50% of the capacity this could cope with. So there are more constraints in the system than a few bits of freight staying in Germany,
