In my server game turn 17 mud Reserve air command and Briansk air command have disappeared from the map. How can I get them to reappear so I can adjust their supply and air priority so that they are functional air commands once more?

If they are just air commands, not actual air-groups, you may just need to assign an air-group to them and they will reappear on the map.

If they aren't available for that, they may have been dissolved entirely. The units that were assigned to them may be either assigned to a higher level air command, or to no one at all, in which case you should assign them to an appropriate command.
