Now that Rumania has switch side, the Black Sea is safe enough to allow cruising and resort-building outside the Union.... Maybe we should reconsider our � manchurian � scheme... Screw the Kuril islands, lets take over Ibiza instead!

Neat feature, eh? This was not intended and players should not exit the Black Sea. We will make a data fix to the map shut this down in the future.
