When you create a new mission, choose patrol, then you can choose what kind of patrol. You have ASuW (anti-surface warfare), AAW (anti-air warfare), ASW (anti-sub warfare)..etc. In your case, I would choose sea control.

In the settings for all patrol types you have A/C settings and non-AC settings as seen in the image below. So go non-ac settings and change as you want. It takes time but you will get things eventually if you keep at it.

Additionally, if you dont want it to be a patrol (as in the ship patrolling the area) and just want it to always be in front of the group. You can go to formation editor (while in group mode), click on DDR Higbee, click set station (relative bearing) and choose the location in front of the group

no matter what I do I cannot get the option of non A/C Settings.

I picked AAW because that is what I want that ship to do. But I cannot assign it or even get Non A/C settings to show up.

I don't believe you can assign a ship to "air to air warfare".
