If I understand correctly, you're playing a pre-made scenario. If this is the case, and you've opted to play H2H mod, your crews might not have the proper icon attached.

A similar thing happened to me while playing Whitman's Gamble. All of the dismounted British Rifle squads appeared as Personal Shelters rather than squads of men.

They were still easy to intimidate with Whitman's Tiger, but they never moved. :cool:
