Status: offline 		Playing netplay and following production planning the frech player has 5 factories rouen , Nantes, vichy Toulouse and marseilles In france while German has 5 lille 2 paris ,metz and lille and lyons. The pc has given the allied player surrrender option . Is This a bug¿ if u read production plan the french has 5 factories versus 3 axis. The op still keeps more than halve factories so surrender shouldn Not be an option¿. Is this correct or bug

Status: offline 		The number of factories is what counts, not the number of cities. Both Lille and Paris have 3 factories each...
