The only time fighters armed with guns or A to A missiles attack enemy aircraft is when both are on the map at the same time. Since you don't get any clue as to when enemy aircraft enter the map, it is very difficult to time and purely coincidental when it does happen.

Can there be an option for fighters to loiter in the map area, attacking any enemy aircraft that enter the map?

No, we consider that beyond the scope of the game, which is concentrated on ground commander. It is abstracted in a way, because percentage to make flights unavailable represent enemy fighters, among other things.
