Why don't we put a rule like the following: If (German mobile corps <= 10 mobile corps) then -> 2 oil consumed per corps (I don't remember if this is 2 or not - I am away from my computer right now) If (German mobile corps > 10 mobile corps) then -> 3 oil consumed per corps Perhaps it can also limit the German operations everywhere and especially on the Eastern front.
