Units in transfer box cannot change HQ?

Status: offline 		I get this error message pretty frequently when trying to change the HQ of a unit on the map. The unit isn't listed as withdrawing any time soon. What's up?

Status: offline 		Good question. I'm playing WitE2. I try to change the HQ of a unit. I get this result.
