However, the speciality must allow for medal-sharing in their rules. This is why it can happen with, for example, high-jump but soccer has penalties shoot-outs. I read somewhere that this is mostly allowed in sports where an extended challenge can result in a high probability of injury. So, "jumping until one clears and the other fails" can be dangerous, while in a penalty shoot-out only morale can be injured. I never bothered to check if this is the real reason.
