It's a graphics compatibility thing with newer drivers. I get such things (different looking) all the time now. It seems like one or more of the graphics layers is missing the command to repaint when it needs to (just my own interpretation).

Use the cursor to scroll the map, maybe both horizontal and vertical and might have to try a few jigs to clear it.

Previously for me the issue was lack of -dd_sw switch in shortcut.

Nah. The only one I wasn't using was single cpu orders. Still does it. It's a really big screen so that might make a difference.
