Situation is CW called a land action, US called a Combined action. This should mean a CW tank HQ can reorg a US Mech with 4 HQ points. Should I use 2 US transport planes first this drops the reorg cost to 2 CW HQ points from a CW tank HQ.

The issue is when I select Wavell after air reorg it says the cost is 0.5 but it won't let me reorg ie the options are greyed out. If I select Gort which is an Infantry HQ it correctly shows 4 HQ points is required and will let me use 2 which isn't much help.

I have attached the save before air reorg and to recreate you just need to fly the 2 US transport planes to reorg the US mech in France at [55,25] then try and complete the reorg with Wavell. Will post a couple of screenshots as well.
