I am writing a scenario and I want arm a plane with drop tanks

as you can see from the screenshot (on the left), the magazines are OK, I have 40 drop tanks in an ammo depot

however, looking at the right (loadout details), it is not finding magazines
but it has no issue finding the 140 Mk82 bombs available in the same munition magazine (ammo shelter)

overall, I am having significant issues with magazines and aircraft loadouts when building an airbase from individual components

Aircraft set to (Maintenance [Unavailable]) can't be armed by the player.

Drop tanks are always an unlimited stores. Yes they can be added to magazines, but they will always be loaded when the aircraft is armed whether they are present in an airbase magazine or not.

would the same apply to machine gun pods?

As the manual also states, you can't ready an aircraft assigned to maintenance. That means any loadout. Unless you're in the scenario editor and can change it there.

It applies anytime there is a - under loadout details. So to answer your question yes it applies for gun pods as well as drop tanks.
