If you set the Foreign council priorities to 0% Major, 100% Minor, you can and will still generate Major strategum cards, albeit at a greatly reduced rate. Given that you might be playing with the Robinson Curusoe history where there are no other major regimes, this can be both frustrating and wasteful. It would be ideal if Major cards were not generated unless there's another extant major on the map - ideally not just the Major Diplomacy ones being excluded, but also the various Covert Action cards that can only target major regimes.

[Edit: Clarified the post title. In retrospect, I now realize the reason these still show up is b/c the Supreme council is also capable of making them, so setting FA's priorities to 100% Minor won't prevent them. The outcome remains the same, however, and on a planet where there have never been other majors those cards should not be generated in the first place, much like you don't see Xeno Diplomacy cards on lifeless planets.]

You can scrap any cards you do not need.

Note that it might help if you could show a image for the Card Generation Report for Foreign Council, on a turn it generated a card. That would help figuring out where the issue lies.

You can scrap any card that you don't need, yes, but you're still wasting BP making it and losing the opportunity to get an actually useful card - and if you've gotten to the point in the game where you have enough cards stored up that autoscrapping becomes an issue, you can't guarantee the game won't choose to keep a major-only card in favor of scrapping a card you can actually use.

I realize in retrospect that the problem here isn't that you're still getting Major cards from the Foreign Council when Major = 0%, it's that the Supreme Council can also generate these and doesn't care about the Major/Minor FA allocation when generating them - but that simply means the source of this problematic behavior is more distributed than I thought when posting this originally. The outcome is the problem, not the council producing them.

Overall, it's an inconsistency in how the game treats card generation - e.g. if I have no alien life, I don't get Xeno diplomacy cards - and can't really be brushed aside with a blithe statement that you can scrap useless cards. You shouldn't be generating those Supreme/Secret Service/Foreign Affairs Council cards in the first place.
