I think only the American planes will launch night naval attacks because of the way the turn sequence works. In order for a strike to be launched the target nees to be spotted. Unfortunately, the only spotting that happens at night are the coast watchers, who are near omniscient. Once they spot then there is a chance of Allied planes launching. Since the Japanese don't have coast watchers they don't get a chance to have their planes launch.

Has anyone ever seen a Japanese plane launch a night naval strike? (not a port attack).
