S.7.2.1.7.1 of the manual lists the relevant factors taken into account by the computer when it selects the target. The only time flak is taken into account is when the air unit is set to fly at 100'. Pilots tend to object flying directly into concentrated crossbow/longbow range. Alfred Yes - you must respect the Zen archers! As for flak effectiveness, I expect the altitude given the bombers to attack ground troops is much too low for attacking a city; the commander's choice probably does not reset the altitude and as Alfred mentioned, the altitude is not taken into account when deciding where to strike.
