I think that AA elements of Soviet Air Base TOE looks too optimistic. At least for first part of the war for sure.
Currently in the game it has 12x 37mm AA guns, 8x 12,7mm DShK and 12x 7,62mm Quad Maxim.
But USSR had a serious shortage of 37mm AA guns and DShK's at start of the war.
Probably better to change this TOE to just 3-6 Quad Maxim's. And (if it possible) add 2nd TOE for 1943-44 that has increased number of AA elements.

We already had such a disussion internally. In a future non-pressing update we may globally reduce the airbase OBs to just smaller claiber guns. But its low on the priority list.
