Traffic Congestion (p. 47) mentions six factors for traffic points.

In the image below,
Roads present: Dirt N, NE, SE, SW
Max Traffic Points (1500) confirms the map Dirt Roads (p. 59)

I suspected that each road was represented by two factors - travel in both directions.

But this hex has four roads and there is still only three pairs of numbers.

Is it three sets that represent, N and S, NW W and SW, NE E SE?

If someone could clarify this I would appreciate it, thx.

Update!

Intersection below has three minor roads (6000) and two dirt roads (1500).

Minor Roads NE, S, NW
Dirt Roads N, SW

1500, 6000, 0, 6000, 1500, 6000

N, NE, SE, S, SW, NW

so, clockwise from the North

In the first image, I see 4 dirt roads which show up in Max Traffic Points as 1500, 1500, 1500, 0, 1500, 0. I am counting the roads as they exit the hex. That one looks correct to me.

In the second image, I definitely see 1 dirt and 3 minor roads. The road to the north, I can't tell for sure because of the unit in that hex. Looking at Max Traffic Points, we have 1500, 6000, 0, 6000, 1500, 6000. This indicates 2 dirt roads and 3 minor roads. So I am going to assume the road to the north is a dirt road even though I can't see it clearly. Also looks correct to me.

I believe the first number is north hexside and then rotates clockwise from there. And you can see the traffic congestion by comparing the Traffic Points to the Max Traffic Points. They match up with the truck symbols in your first image.

Hopefully that info helps.

Yes, the 6 values displayed in the tooltip refer to the adjacent hexes N, NE, SE, S, SW, NW

You can check the status of road links between hexes in the detailed hex information tooltip. In the lower part of the tooltip, you will find two lines of values, labeled: "traffic points" and "max traffic points". The first indicates how many traffic points have already been used. The latter indicates how many traffic points the link can take (depending on the type of road). The values that follow correspond to the links to the neighbouring hexes like this: north, north east, south east, south, south west, north west.

A unit that is moved along a road link generates traffic points (unit weight *5).
Supply that is moved along a road link generates traffic points (0.1 per supply point, 0.3 per fuel point).
(Air strikes also generate traffic points)

As soon as the traffic points exceed the road capacity, a yellow truck symbol will show up. The positive effect of the road on movement speed (AP expenditure) is now reduced(both for troops and supply). Once traffic points exceed the road limit times four, the effect of the road is negated completely (which means units and supply use the ordinary movement costs of the target hex). As supply can only travel 100 AP from a supply source before the first malus sets in, clogged roads are a problem for supply.

At the start of each turn, traffic points in all road links are cut into half (thus a big traffic jam might take some time to resolve).
