Just a thought - seems that perhaps Liege should be an alternate Belgian capital. That way if the Entente invades Belgium, it may not be quite so easy for them to force a quick surrender.

In my experience Belgian surrender is almost inevitable in case of Entente DoW, so Liege as alternative capital would defintiely be welcome.

Perhaps it could be done dynamically via decision event: Ypres and Liege start out as non-capital towns, but if the CP declare on Belgium, UK can pay 15 MPP for Belgium to turn Ypres into a tertiary capital, and if the Entente declares on Belgium, Germany can pay 15 MPP for Belgium to turn Liege into a tertiary capital.


Similarly, could the Netherlands gain an alternative capital with Amsterdam, preferably as a fortress town?

After all, Amsterdam actually WAS a capital (unlike the emergency seat of government Ypres) and the Stelling van Amsterdam (a UNESCO World Heritage Site) was both extensive and well-protected by inundation lines.

Alternatively, perhaps Amsterdam could start out as regular town and tan event would allow Germany/Britain to provide the Netherlands with ~50 MPP, turning Amsterdam into a fortress town and alternative capital and nudging them ~5-10 % towards the MPP provider. German Wikipedia even alleges that in 1916 some of the western forts were extended due to pressure by Germany which feared a British attack on the Netherlands. I could not ind a primary source for that, though it would fit neatly: The Stelling was almost complete in 1914, and only financial strain and constant use during the war pushed its completion back to 1920.

I agree. A similar thing was done for the Entente declaration of war on Bulgaria. They would take the capital on that turn until a few adjustments were made...
