My last set-up file for the GC was saved in the .08 version. To avoid any possible incompatibilities or issues should I re-do my set-up from scratch in my current .11 version? The file contains my re-arranging of all the SU and has my air set-up in it. I would love to avoid redoing all that if I don't have to.

You shouldn't have to, no. The only changes that would not be reflected between .08 and .11 are scenario start changes; for example a hex producing 30 manpower instead of 20, or a division starting with a wrong TOE that was fixed in 0.11. The patch notes thread should point out what exactly is different between upgraded saves and new campaigns in this regard.

You should have no problem upgrading from 1.02.08 all the way to 1.02.12. There were no data changes either, between .08 and .12 so you won't even be missing anything on the data side.
