I don't know what the official has corrected. This bug has not been repaired. The picture shows that a total of 425 guns were produced in the last turn, 426 in this turn, only one gun was produced in this turn

This is an import, so the question is were there field guns in the active pool and available when the system checked for the conversion of some into AT guns. There appeared to be few to none available in the active pool. I ran it through one turn, and on the next turn I got 10 AT guns produced. There were 280 field guns produced, but the demand must be high because there were none left in the pool at the end of the logistics phase. So there may have only been 10 available to import when it came time to produce them. You have a very large army, as much as 1 million more than would be expected at this point, so you are probably short weapons to fill out all the units.
