1) The small fleet scenario: There is no road hex for Rabaul so you can't take it in one turn like the Pacific 1941 scenario. 2) China 1937 Scenario doesn't have convoy lanes on map but has Merchant Marines and Escorts for Japan. With Japan's capital on the mainland (Harbin), the MMs and Escorts are useless. So the convoy button is always lit up. I modded the original scenario to include a trade route from Canton-->Shanghai-->Port Arthor. (reduced to 15 MMs , 2 escorts in scenario-allows China to attack route late game reduce resource flow) When all three(Canton, Shanghai,Peking) are captured and secured, +15/turn(x Modifier) resources are added to Japan. (Min garrisons required too as distance to port then capital Harbin is minimal) They don't have to trace a huge rail line all the way up to the capital that is always interrupted by partisans. Historically, it's more accurate that the resources would have been transported to the ports then shipped back to the island. By creating the trade route, more strategies are available for the Japanese player as the invasion of Shanghai early game makes sense as it would allow for the secure of resources early game. (historically, August 23 to October 26, 1937, the Japanese launched amphibious landings on the Jiangsu coast) As it stands now, it is better to simply move down from the North and maintain rail lines. Furthermore, a lot of resources are wasted chasing partisans. If the intent was to always use rail, then the removal of the escorts would at the least stop the convoy button from being lit up all the time.
