Seems to be a bug -

If you have an HQ in a city fort, and the city has a depot, the HQ seems to not increase the capacity of the depot, whereas if the HQ is not in the city fort then it increases the size of the depot. It shouldn't make a difference whether the HQ is within a city fort or not, otherwise if you want to store up supply in a city fort and need the extra capacity, then it seems like you can't put your HQ in the city fort (which makes it difficult to move units in due tot the 3 hex stacking limit).

You should be able to see this in my server game against jubjub. Look at Yalta city fort and the HQ in there.
