As shown, not all the islands are converting correctly as it had in prior versions.
Edit: unless you mean these to represent coast watchers... after the patch

I think I know how to fix this. I have a new toggle set for complete conquest. NEI might not have it on. Thanks.

Same for Palawan off western PHI and western Mindanao btw.
And Bangka off Batavia and Port Blair hex
