Someone care to offer an opinion?
Looking at my LCUs and sorting by Morale, I find Ceylon base Force, located at Jaffna, has a morale of 22! Now, they have never been in action, they are in what is a safe area. Their Cmdr is 51 Inspiration, not the most inspiring but certainly not the worst.
They have been given a combat role so that their engrs can be used to expand the base. Supply level is fine.
Any soldier in such a rear area, not being bombed, not being shot at and with access to all the supplies needed, would be as happy as Larry.
Any suggestions why my Ceylon BF has such low morale? And any advice on how to fix it.
I am not really anxious about it as it is a small and insignificant unit but I am puzzled as to why it happened.

Ceylon is in the Malaria zone.
The weather map shows the Malaria Zones.
Malaria can cause low morale.

There are not many threads on Malaria but more on fatigue.
You treat low morale the same way you treat fatigue. Support and rest.

This thread one is fairly good:

From your post it looks like you have combined the detachments of the Ceylon Base Force. I don't know the date you are at in the war, but at the start of the game the detachments of the Ceylon Base Force had fatigue in the 40s and disruption in the 20s. They also started with morale of 10. So it looks like they have improved some.
What is the fatigue and disruption now? Maybe that in combo with being in a malaria zone is the reason.

What Trugrit said about rest. Early in the game I find I have to monitor all my units in the Malaria Zone area (unless the base is built to size 9 or more). When they reach close to 30 in fatigue or 10 in disruption, I rest them for a few turns. You can regularize this by alternating rest for 5 days with work for 5 days and not bother checking in between. One thing I have seen about low morale - troops don't build or repair a darn thing! It is worth it to micromanage until they get over 30 morale.

PS - adding new, green recruits to the unit lowers the average morale. Sometimes it is best to turn off replacements for a while.

Thanks guys.
It is Jan 44 now. I went back and had a look at the stats for 9 Dec 41. Yes, Morale was 10, Fat 46 and disruption 22. Now it is Morale 22, Fat 24 and dis 6. Yes, an improvement.
I will put them on Rest/trg for a few days and see what that does to them.

Maybe the air conditioning units have failed, or the ice for the beer failed to arrive?

Is there any downside to setting almost everything in Burma and India (as Allies) to Rest for the first couple of weeks of the war or whenever you are sure they will not see battle in the upcoming days/weeks?

The downside of setting units that have engineers, is that they will not be building AF or fortifications or enlarging ports while they are at rest.
I believe that is the case, but I am no expert.

Every unit not in combat or needed to dig should be at REST. However, you really need diggers in Burma those first couple weeks because the Japanese are coming....

Someone should build a railway or something to help it go faster
