Depend on which year you start with, if you start in 1939, the best to buy FH artillery and later upgrade to mortar. It you start with mortar, each unit consist about 2 to 3 mortar (depend on with which country) as such when you later upgrade to SP artillery or any other, the cost will be double or triple but you only get one unit back. Other unit like truck or etc is possible but true upgrade of on board artillery will only act like on board artillery meaning if you upgrade to on board artillery with other unit, they will not have the same reaction time for calling them (0.4 is normal on board and 1.0 to 1.1 for other unit upgrade). It is good to purchase some cheap trucks and later upgrade to ammo truck as it is so expensive to use up your support point to constantly purchase ammo truck every senario.
And one final thing, the AI in SP1 or SPWAW for the enemy counter artillery sucks so they wont fire your artillery back with theirs if they didnt not spot you. So you need not to move around that much.
Oh, I forgot to mention this, if you start with 1939, there is a mortar in Italy, a 210mm mortar, if you upgrade to that, it is like a 203 artillery in the field, the most powerful field artillery pieces. The only porblem is that it is expensive. As for rocket, if you play with weapon breakdown on, they break down so often as they fire too many round per turn, a pronlem I discovered in SPWAW.
