For true realism, actually, there should be a FAC (Forward Air Controller) unit. They were the only people who could really call in Air Strikes. In fact, at Arnhem, the British had an American FAC team that was lost during the landing. As a result, for the entire operation, they couldn't call in any help from the USAAF because they didn't have the right call signs, radio procedures, etc.
FACs would, of course, only be able to call in strikes, and FOs, by default, only arty.
