By ratings, do you mean individual characteristics like operating ceiling, speed, manouverability, etc ? If so, i imagine you can from the other posts regarding editing, but i dont have the game yet, so i cant be sure :)

You can edit pretty much all of an aircraft's characteristics.

How about bombs?

Something larger than the 4000lb bomb i�ve found in UV database?

The 4000 pounder is still the biggest conventional bomb listed for WitP but you can create any size daisycutter you desire with the editor.
