Can japan makes these ships?

If so, what type of ship is needed to convert one? I've looked at the 7k AK's for japan and it's not listed as an option. It's not listed as one for the Allies either. I've also checked the PG's and PC's, but it wasn't an option for those either.

Manual doesn't specify anything about the type of ship either, atleast that I could find on page 190.

Special ship, aimed at the USMC Naval HQ's ... they only work with these *special* hq's

Yes, four of them - all converted merchantmen:
Kamikaze Maru (lost 3/10/44)
Nihonkai Maru (converted to transport November, 1943)
Shinsho Maru (lost 7/9/42)
Shuri Maru (Lost 2/21/45)

I do not have any operational history for them.

Can anyone post a list of the Allied AGCs that are included in the OOB? Thanks! (It's important enough to me that it will heavily influence my decision to purchase).

Rocky Mount, Blue Ridge, Wasatch, Mount Olympus, Appalachian, Mount McKinley, Eldorado, Estes, Panamint, Teton

No way to convert an AK or other ship into into one early on?

Nope, they are special purpose ships built later designed to command invasion fleets. The Yanks were not doing a lot of invading early on
