Caution: Real easy to screw up the units, so be careful what and how you edit. I reserve this kind of editing mostly to change the arty ratings of an FO, or morale and experience ratings for units I think are out of line.
The above applies strictly to the campaigns that come with the game and those created prior to the Mega Camps, I don't yet know how to do the latter.
