Yep. Autoshapes / Basic Shapes and choose the hexagon. Create one and copy/paste to build a grid. Once you get the right size, they snap right into place and fit together perfectly. I'll attach a PPT with a premade grid. It is fairly easy to insert pictures (and to resize them on the fly to make them fit), select and delete excess hexes, and then save off the results as a JPG file.

PPT renamed as TXT attached.

(One additional thought - remember you can change the thickness/darkness of the lines easily by selecting all and clicking on the line style button at the bottom).
