I, Russia, is influencing Denmark with three diplomats set to charm. I heavely sub' them too. so does Sweden, but when they donate money their relationsship goes down and not up! i don't know if its a bug or what. 8 turns before i had my diplomats set to malign, but that should not influence their (swedens) sub!?

The program keeps the attitudes normalized within a fixed range. The way this works is that if an attitude wanders outside of this range, then all the attitudes are re-scaled so that the attitude outside of the range is scaled back into range. It's mostly like that what you're describing is an effect of this normalization. It happens to all the nations and all their attitudes equally.
