Looking at the Allied Production, it appears that Russian HI points end up in the total pool. But I notice that Okha in Sakhalin is sitting on a pile of oil. So, questions:

1) Do Russian HI, Resources, Oil get added into the (rest of the) Allied pool for these things?
2) Does this include Okha oil, or does it just sit there? i.e., mainland only gets distributed, as Okha is on the island all by itself.
3) After producing to a maximum value, does more oil stop getting added? Okha seems to have stopped at 240,000.

And the real question:
4) If I run a US tanker fleet into Okha, can I load up on the stuff without my ships getting interned?

Eventually this fleet would then work it's way around to Australia to give them oil for more Supply/Fuel production there. Or, could I dump the oil in Anchorage, and then load up different tankers in San Diego, knowing that the oil would then be flowed out of Anchorage to the West Coast by the game.

There is no pool for oil and resources. If it cannot connect to HI by rail, either you will have to transport it to someplace where it can connect to HI by rail, or else it will just sit there.

No way should the allied player have access to this oil.

Actually, in real life: they did. But it was RUSSIAN ships that did the hauling. The IJN was pretty scrupulous about not attacking Russian ships (not wanting to start a war with the Big Bear) so they allowed the Russians to go to the US and haul war supplies back. I think the Russians actually had more problems with the USN torpedoing their ships than they did with the IJN.

Of course, there are no Russian ships in this game...

I was thinking mainly of merely being allowed by the game to send US TK to the Russian port to pick up the oil. Realistic or not, Russian bases should be off limits to other Allied forces until they enter the war.

It's not like the allied player really needs more oil.

Thanks for the replies.

I agree that the Allied player doesn't really need the oil in game terms - HI points and such for the Allies don't really matter. As far as I can tell, Australia's few factories will keep producing aircraft even if cut off from oil and resources. As for fuel/supplies coming out of HI, one can rarely keep San Fran and LA below maximum, while India can usually spare quite a bit for Australia. And the Allies have more tankers than they know what to do with!

But, if one can transport oil to Australia or even India, it is much more transport efficient than wearing out out ships with ordinary fuel/supplies. Instead oil can power their HI to make fuel/supplies at a multiplier. Somewhat gamey, but then if the auto-convoy system worked a little better...

I agree that it is easier to transport oil to Oz and have them make supplies and fuel rather than making fuel in the U.S. and transporting it to Oz.
