The rulebook states on p 16 that "LOS must actually cross the sillhouette of the obstacle to be either blocked or degraded".

Is it then correct that

a) 16K1 has LOS to 16M1 (without degration) and that

b) I2 has LOS to K2, but with degration as there are a brush exactly on the spine between hexes 16J2 and 16J3?

Sorry for all my questions, but I'm trying to get my rules intepretations correct from the start .

You are correct according to my interpretation of the rules.

a.) you have LOS.

b.) you have degraded LOS. If there was a 2 story building on I2, and the unit is on the second floor, you would not be degraded.
