I exited and reloaded the save and the 4 times stays. This is 1.602 version I'll run the game for a while and see if it goes away. The later game with the correct TOE is completely the same as this one?

Not sure, Havent really checked, I will look and let ya know later. Though I started under 1.6 and upgraded to 1.602.

The American and Dutch base forces I moved all show the wrong TO&E in my game, exactly 4 times as large as they are allowed to grow. I have saved and started many times.

If this was a bug in a previous release, a game started when the bug was active may have saved the "4x" value in the TOE portion of the BF. [Each LCU has the TOE values as part of its structure in order to keep track of levels of replacement/etc]

As the save file has all the OOB details stored in it, if the TOE was wrong, then it would still show wrong now.

I just tried a new game under 1.602. Moved one of the USAF BF in PI and checked the TOE on next turn. It showed the expected 30AV.
Maybe I am missing something. Or it has been fixed.[Couldn't see anything in release notes about it, though.]

I have a bad feeling that the units I have evacuated are not going to fill out to the full TO&E, which is a disappointment. The extra aviation support would make a big difference, could allow for a much earlier build up and counter attack. The units I have evacuated to Brisbane seem to be up to 30 aviation support, which is what others here have stated. The TO&E show much larger numbers frequently 4-5 X the 30 aviation support. Not a game killer but why bother with the TO&E, for that matter will the units with large TO&E like 52 and 72 base force which are early 1942 reinforcements remain large in size or will they detoriate to 30 aviation support max?

You will end up using the Aiviation Regiments which have a TOE of 270AV to support large groups.

[Edit] These are the true TOE values. So will retain this level.

I have never had problems with the Aviation Regts, they are almost always the the base of the spear, once the offensive starts. I am just annoyed with the 'feature' of the game, the TO&E should be accurate. If it is 30 max aviation support then the TO&E should say so. Instead of trying to save the BF units I could have just massed them in resource critical areas, or instead moved them to Java/Sumatra were the extra engineers would have been handy in wrecking the oil.

I was counting on the almost 1000 extra aviation support to build a sledge hammer of LBA, now it will have to wait instead of being aggressive, of course this against the AI would be a different story if PBEM.

It doesnt matter what the TO&E page says , it matters what the unit is based on. All the american bases Army and Navy are based on a 30 AV base. When you move the unit a bug occurs that causes the TO&E page to incorrectly report generally 4 times higher numbers.

The PAF, MAF and DAF units also have 100 or higher AF support, they too are good to rescue if you can.

The moral of the story? Your PI bases have a max 30 AV support and a max 40 Infantry squad. Even though the TO&E says higher, they will never expand past the real TO&E.

Twotribes - I rescued an ISF BF it althought the TO&E says 120 AV support it has only grown back to 30 AV support. This whole business with the TO&Es is really dodgy, units should grow to their TO&E I have noticed that the very large BF unit at Pearl Harbor and on th West Coast fortunately do not suffer this problem, of course I have not tried to move them. I recall from editing with the WiTP Excel editor that it is possible to not set a template TO&E for a unit.
