That's my thought, too. While the CW isn't lacking in naval units, if the French navy manages to escape France in good shape, those bombardment factors would help a lot in the defense of Egypt, Malta, and Gibraltar.

If the Germans manage to break the French army relatively easily, and want to try and reduce the probability of Free France forming (or are not sure whether they want to conquer France or install a Vichy government), one thing they can do (which may have come up in this thread earlier but I browsed the Italian AI thread today & didn't want to do the same with the German thread) is capture all the French ports - or at least all the ones not held by the Commonwealth - before attacking Paris in order to get the die roll modifier reducing the probability that a French colonial administration group will go Free French.

Obviously, this would need to be timed correctly to prevent the French from surrendering if forming Vichy France was the objective. If conquering France is good enough, then, well, even better if France surrenders (less US entry).

True, however far fetched. Good CW-French play means that if the Germans ignore Paris, there should be a general retreat towards the Bordeaux-Toulouse area, forcing the Germans to install Vichy...

If France looses 7 factories France can surrender.


Incentives for the Axis to establish the Vichy Government:

French Production (using just the resources in France)
1939: 3 BP
1940: 5 BP
1940 with Axis forces in France: 6 BP
1940 with Axis forces in France and French units are attacked: 8 BP

If France surrenders (there would be no Free French or Vichy France):
1) France would be incompletely conquered not completely conquered.
2) France would retain all units, ships, CP, and tankers outside of metropolitan France.
3) France would retain all her Territories and minor countries.
4) France could immediately give Iraqi oil the CW.
5) Japan can never align French Indo-China or Madagascar.

Edit: Whether Germany wants to conquer France or install Vichy has been discussed before, if memory serves, though perhaps not in great detail.

The most important consideration is whether Germany intends to attack Spain; to do so, it requires the ability to attack across the entire French-Spanish frontier; therefore Germany must either conquer France or install Vichy and collapse it immediately afterward; given the US entry of collapsing Vichy the former is usually preferable.

In addition, a French surrender has half the US entry effect of conquest/Vichy installation (9 vs 18 - 90% probability of a single chit instead of one guaranteed chit and 80% probability of a second).

There are other benefits to conquering France/a French surrender, such as a lack of CW-French cooperation for the rest of the game (unless the CW liberates France), or the ability of the Axis to freely reinforce/invade French North Africa (which they would very rarely get to do if any of it became Vichy), although these are (in my opinion) insufficient to choose a French conquest over Vichy in the absence of a planned Spanish campaign.

There are, I guess, two different sets of scrapping criteria:

The 1939 Campaign (Fascist Tide or World in Flames Global War)
Germany can scrap 2 (3 if the revised MiF kit is in play) FTR2 at the start of the game, before setup. Which I certainly recommend (the FTR have 1-2 air combat factors).

It can also scrap 1 ATR3 at the start of the game; since German ATR3 do not improve appreciably there is little value in scrapping it as far as I am concerned.

During production the Germans should IMO aggressively scrap any 1936 planes in the LND2/LND3 force pools.

1940 or Later Campaigns/Scenarios (setup) & during play
IMO Germany should scrap FTR with 3 or fewer air combat factors; it should scrap any non-Stuka LND2 it can and scrap any LND3 with 3 or fewer bombing factors it can.

Germany has 17 aircraft and only 12 pilots.

Poland's air force is small and not much of a threat.

For the most part doesn't have to worry about having to face the CW, France, or the USSR in the air until 1940.

There is a threat that the CW will launch a surprise port attack against the German fleet during the first turn second impulse. But during that impulse nothing can really be done about that other than taking the initiative, going first, choosing a combined action, and moving the fleet to the Baltic Sea. During that impulse if Germany takes a Combined action then they would only be allowed to move six Land units.


Therefore it is suggested Germany pilot:
2x FTR2 ~ 1x Bf-109E2 Emil (5-x-2-x-3) and 1x Bf-109E4 Emil (5-x-2-x-3)
1x FTR3 ~ 1x Bf-110C Zerstörer (3-1-3-0-5)
3x LND2 ~ 1x Hs-123 Panzerknacker (3-x-2-x-4), 1x Ju-87B Stuka (1-x-5-1-3), and 1x Ju-87B Stuka (1-1-5-1-3)

The CW should align Poland. Time is not on Germany's side and any delay is to the advantage of the Allies.

The USSR should implement:
13.3.3 US entry actions: 26. The USSR controls Eastern Poland (There is a 70% chance a USA entry chit will be removed from the USA (Ge/It) entry pool)
The USSR can exercise its Nazi-Soviet Pact rights to occupy eastern Poland during any Allied land movement step. However, it can only exercise those rights if Poland has not been conquered (see 19.5.1 Eastern Poland).


The Second Impulse
The CW and France should not enter Germany during this impulse unless they can take at least 6 German factories out of production. That is the difference between having a 0.75 production multiplier and the added 0.25 production multiplier for having units in Germany.

If possible the CW should launch a surprise port attack against the German fleet.

If possible France should strategically bomb any German factory in range.

You have to set up the quantities of planes in the set-up chart under the WiF Aircraft columns and put the quantities under the PiF aircraft columns in the reserve pool. Since the first turn includes a reinforcement phase you could take planes off to the reserve pool and put a pilot on the pilot track, but then the plane you prefer won't be on the map until the ND39 reinforcement phase.

Not if you want to save the Polish pilots for the CW. Their safest set-up locations are in East Poland, but if Russia goes in, they die or are interned for years. If Russia waits one impulse (as they should, and can afford to do) the Polish planes can fly to some neutral minor country in the first Allied impulse and the CW will get the two pilots.

What paulderynck is referring to is on the first impulse the Poland air force should rebase to the neutral minor countries of Latvia or Lithuania. To be interned and thus not have to wait until Germany and the USSR go to war.

Option 58: (Internment) is covered in rules 14.6.4 Pilot deaths and 19.1 Neutral minor countries and are basically the same.

What are the possibilities of the Germans being able to fill all their factories with resources? It takes the Germans 19 resources to fill all his factories, and that doesn't include the ones he will capture or align during play. And there are Italian ones to fill also... So as the Germans, I will be delighted by a French invasion of the motherland and will freely give him a factory to capture and destroy.

All those nice extra build points... Nice. I won't even attack that french unit. I let it live as long as possible in the motherland. Of course, a French player should never move into Germany at all...

You are looking at this from only the German perspective. You are missing the Italians factories, who needs to be filled with resources as soon as possible. So you are not looking at 19 German (and I've forgotten the three Czech), but you are also looking at 11 Italian factories, screaming for resoures. Thats a staggering total of 33 resources. You haven't got this total at start at all...

So the German/Italian loses 1 PP in reality, if Italy goes to war in the first turn. And believe me, if the French take a German factory, the Italians will go to war the next impulse... Repair of that factory? Why, as long as there are still Italian or captured ones who needs resources...

there are two points to that.

you force italy to declare war, before they are ready .. (for an assault on Gibraltar or worse)

and then you get alot of resource lending. which is very ineffective... as new resources are delayed a turn..

Copenhagen Mil is placed for you - on the production track to arrive in ND39. From there, it normally goes back in the box. That's why it always looks so fresh and clean and unused. It's a walkover for Germany as long as the weather is not Rain or Storm.

Put as many CPs as possible in Greenland or Iceland. Put all other ships in a port bordering the North Sea because they won't be overrun until after the Germans control Copenhagen and then if not bordering the North Sea, they can't get out of the Baltic and will surely die if not already captured.

Denmark needs to be conquered, to close the Baltic for allied raids on the German convoys transporting the Swedisch iron to Germany.

Therefore, it is very important to conquer Copenhagen as soon as possible. In my opinion (and I'm not alone in this) Denmark is a must do for Germany in the third impulse of the game...

If it rains, it gets harder, so Germany should setup units able to take Denmark even if it rains.
