I've noticed that sometimes when you capture a protectorate, you own in outright, and other times, you don't. I'm very confused on why it happens one way sometimes and another way other times. As far as the siege logic, I have a couple concerns with that too. I had a beat up old russian army take Friesland from me in one turn. It was garrisoned with two full strength militia and the russian army was small <50k with no artillery since I had beat it around many times before. Incidentally, when they captured Friesland from my Dutch protectorate, they owned it outright. I immediately took it right back but since they had ownership, I only "occupied" it until they surrendered to me. Doesn't seem right.
