I've changed the Federal border colors to a flat blue color (as opposed to the default, glossy purple-ish color). The Confederate states remain red, but flatter and less glossy.

It's a jpeg image above, so that's a little flatter than it appears in game. But the RGB values are basically correct.

Here is the text file (goes in DATA folder - backup your original).
