I put one fighter module on each of my mining/refining station. They never launch by themselves the fighters when attacked. I have to react and launch myself the tiny crafts so that the pirate is destroyed, which is a bit cumbersome.

Don't seems normal to me ...

Same for civilian ships I think, I remember having a supply ship with fighter bays not launching them to protect itself. I guess the same problem will appear with freighters having some fighters as defence.

Yes, when arming mining bases with missiles, I noticed that they would not start firing until they actually got hit.
This is probably not so prominent with laser-armament, as engagement ranges are fairly similiar to the attacking craft´s. But with longer-range weaponry like fighters or missiles the defending base should definitely get a shot or two in, before the attacking craft even closes to weapons range. This could mean the difference between life or death.
